PREAMBLE.

WHEREAS it is recognised that co-operation between the Chinese Maritime Cus- toms and the Revenue Service of Hong Kong will promote harmonious relations and tend to secure reciprocal benefits of trade and commerce the undersigned, being re- spectively authorised thereto by the Government of His Britannic Majesty and the pal Government of the Republic of China, have agreed together as follows:-
ARTICLE 1.

The Chinese Government will authorise the Inspector General of Chinese Mari- time Customs to second from the Chinese Customs Service for attachment to the office of the Hong Kong Superintendent of Imports and Exports employees acceptable to the Hong Kong Government in number agreed upon as sufficient to enable the Super- intendent to carry out efficiently the terms of this Agreement.
ARTICLE II.
The seconded employees of the Chinese Customs Service during the term of such attachment and during their term of service in Hong Kong territory and within Hong Kong waters shall be accorded the status of Hong Kong public servants and shall be placed for purposes of control and discipline under the direction of the Hong Kong Superintendent of Imports and Exports. The salaries, allowances, gratuities, pensions, and other emoluments and expenses, including residential and office accom- modation, of such seconded employees as well as cost and upkeep of craft and other administrative expenses shall be paid by the Chinese Maritime Customs.
ARTICLE IHI.
Similarly, the salaries, allowances, gratuities, pensions and other emoluments and expenses, including residential and office accommodation, of employees specially employed and paid by the Hong Kong Government for whole-time duty in carrying out the terms of this Agreement shall be refunded by the Chinese Maritime Customs to the Hong Kong Government. The number, rank and pay of such specially engaged employees shall be mutually agreed upon by the Hong Kong Superintendent of Imports and Exports and the Commissioner of the Chinese Maritime Customs appoint-
ed to reside in Hong Kong.
